Card Fraud Prevention Strategies

Card businesses(credit cards, debit cards, master cards, visa cards, atm cards, etc.), whether they are card acquirers or card issuers will have fraud attacks – they always do. Card fraud losses go up and they go down over time. Generally, our card fraud prevention experts team gets called upon when the fraud levels are rising, but of course that is not always the best way to work. Because when card fraud losses are going down, we need to be extra vigilant and to look harder and put in place more and more preventative measures all the time. If we do not, then:
  • Complacency sets in
  • Focus on the fraud issues wanes
  • Creativity of finding new frauds and fraudster methods falls-off too
  • We become the target for fraudsters as we have the weakest systems, processes and people to do the jobs (some of whom started to get transferred out when the losses fell, and the best ones got promoted or head-hunted).
  • Investment got halted by the management team/directors, because there was no business case and no serious panic anymore; and finally……
  • The losses start to ZOOM ahead of the curve and we are in expensive panic mode again and unable to do things fast enough to quell the losses

So What Are the Usual Cause of the Fraud Challenges That we See?

Unfortunately, our work is usually to help fix the big losses, high fraud or debt losses, intervene when the regulators or card-schemes are making big threats of imposing big fines. People are running around and desperate and want solutions NOW, sometimes only 'quick-fixes' rather than addressing underlying causes.

And you know what, the problems that we see, are generally nothing to do with fraud, fraud losses and fines themselves, they are nearly always about Management, Measurement, Ownership, Accountability and Culture i.e. The European Central Bank has just published its latest report on card fraud levels(for credit cards and debit cards both), which makes interesting reading, but does not propose any way of addressing the problems with solutions, ideas or leadership.

So How do we Need to Attack the Fraud Losses as They Arise and Rise?

  1. Ensure that management are fully behind the need to address the problems and prepared to invest in the solutions even if they will take more than a few months to see pay-back. Often the payback for these things is a matter of weeks, because left without a solution the fraud rises exponentially. We often need to invest to prevent this….. again.

  2. Make sure that the problem is being measured; and any which way. There is no point in investing in a ramped up a POS identity validation or rule-sets in a solution if the problem is in the e-commerce field, and equally little point in spending money on a overseas issue or a portfolio review if we do not identify our new customers properly. So we need to measure the problem to focus our attentions on the solutions needed, but also to ensure that the right management can see the trends and start demanding the right investment in the right direction.

  3. Often we see such problems where there is investment and there is measurement and management, but no-one on the board is responsible i.e. has 'ownership' of the rising losses that start to kill the profitability. Someone has to be responsible and someone's head has to be about to roll if they do not get addressed. And if someone does own the problem, usually they take action and make sure that the right things happen. Hopefully.

  4. Lastly, if the culture is not there, things suffer and fraud goes up and up and up. People have to be hungry to find the liars and cheats and attack them. People have to demand immediate action and take the fight to the crooks and cheats, and we have to be hungry to address the IT challenges, rule corrections, falling staff levels, loss of focus in the management team. We also have to work as teams and both be able to deal with the problems as we find then, to LOOK for the problems that seem to underpin the problems but also to have the function in the business to PREVENT the next possible attacks.
